The Launch of the Digital Talent Program (DTP)
On Thursday, 27th March 2025, IHS Rwanda Ltd, in partnership with the Ministry of ICT and innovation and the Rwanda ICT Chamber, officially launched the Digital Talent Program (DTP), bringing together public and private stakeholders to empower the next generation of digital talents.
Rwanda has taken a big step towards building a digital future with the launch of the Digital Talent Program (DTP). This program, created or initiated by the IHS Towers in partnership with the Ministry of ICT & Innovation (MINICT), the Ministry of Youth and Arts, and Rwanda ICT Chamber, shows a strong commitment to giving young people the digital skills they need to succeed in today’s job market.
A commitment to Digital Excellence
The DTP is part of the 1 Million Rwandan Coders initiative which aims to build a tech savvy generation that can thrive in a digital economy. Through practical training, mentorship, and hands-on experience, young people are getting the skills they need to find jobs and even create their own opportunities.
Alex Ntale, the CEO of the Rwanda ICT Chamber, spoke about the importance of investing in young talent, saying, “Appetite for young people is there as long as we create opportunities for them. Let’s give them jobs and challenges to solve as our talents and innovators because it takes a whole village to raise a child.” This reflects the spirit of DTP in supporting youth to become not just job seekers but innovators and problem solvers.
Seizing Opportunities: A Call to the Youth
Dr. Ngabo Brave Olivier, Permanent Secretary at the Ministry of Youth and Arts, encouraged young people to make the most of the 32 YEGO centres and Hanga Hubs spread across the country. These hubs offer access to training and connect youth with opportunities in tech and telecommunications. He called on companies to get involved and give more chances to young innovators.
Speaking directly to young talents, Ayotade Oyinlola, Executive Vice President and Chief HR Officer at HIS Towers, also inspired the audience with a message of hope: “Fluent digital skills are becoming the currency of success because the future is digital. This is your time! The DTP is more than a chance to learn, but a platform to rise and innovate. As young talents, carpe diem! Seize the moment to learn, to grow and innovate!”
Impacting Thousands: Training 20,000 youth
The DTP aims to reach 20,000 young people over the next two years, offering structured training both online and in person. Learning centres are being set up in specific locations, including Nyarugenge (Club Rafiki), Rusizi, Huye, and Nyagatare.
Training will cover essential digital skills like:
- Data Analysis and Visualization
- UI/UX Design
- DevOps
- Software Development
- Data Science
- Cybersecurity
- Artificial Intelligence
- Game Development
- Animation
By focusing on these high demand skills, the DTP prepares young people to be job ready and competitive, not just locally but internationally as well.
Building a Digital Economy
During the launch, Minister Paula Ingabire emphasized that the goal is to create digital producers, not just consumers. She urged the youth to take this opportunity seriously and develop skills that will make them leaders in Rwanda’s growing digital economy.
She said, “We are not launching consumers but producers to digitally transform our society. Seize this opportunity and make the most of it to be more competitive on job markets. Also, go beyond having jobs and innovate because we need more innovators as Rwanda strives to be a leading tech nation.”
