Overview of the Role

The Data and Monitoring Evaluation Analyst will be responsible for driving the DIC’s data-driven culture by collecting, analyzing, and reporting on program data across all digital inclusion initiatives. In this role, you will develop and manage data systems that track key performance metrics such as training enrollment numbers, course completion rates, participant demographics, and post-training employment outcomes, thereby enabling the Council to measure progress and impact accurately. You will produce timely reports and dashboards to inform DIC leadership and stakeholders, ensuring that decision-making at the Council is grounded in up-to-date evidence and analysis. Additionally, you will play a lead role in Monitoring and Evaluation (M&E) activities, evaluating the effectiveness of programs, and recommending improvements. A significant focus for this role will be analyzing data from the One Million Rwandan Coders platform and other digital training programs, helping the team understand what’s working and how to enhance results. This position requires strong analytical skills, attention to detail, and the ability to translate data into actionable insights in support of the DIC’s mission. In addition, you will lead the work to establish and monitor different Communities of Practices.

Key Roles and Responsibilities

  1. Data Collection and Management
    • Design and implement robust data collection processes for all DIC programs, defining clear indicators and data requirements for each initiative. This includes setting up tools (surveys, database forms, etc.) to gather data from training platforms, partner institutions, and field activities.
    • Ensure data quality and integrity by regularly auditing incoming data, performing data cleaning, and maintaining accurate databases. Establish protocols for data handling that protect data security and privacy.
    • Work closely with Program Associates and partners to facilitate timely and complete data reporting, providing guidance or training where necessary to improve data collection at the source.
  2. Data Analysis and Reporting
    • Analyze collected data to derive insights on program performance and impact – for example, calculate training enrollment and completion rates, evaluate skill acquisition outcomes, and track how many program graduates secure jobs or internships.
    • Develop and maintain interactive dashboards and analytical reports that visualize key metrics across DIC initiatives, making it easy for stakeholders to understand progress and trends.
    • Prepare regular data reports and presentations for DIC leadership, the DIC Council board, and external stakeholders. Highlight important findings, explain any variances or trends, and provide recommendations based on the data.
  3. Monitoring and Evaluation (M&E)
    • Lead the strengthening of the DIC’s Monitoring & Evaluation framework by identifying relevant KPIs (Key Performance Indicators) for each program in line with the Council’s strategic objectives.
    • Conduct periodic evaluations of program outcomes (e.g., quarterly or annual evaluations), using both quantitative data and qualitative feedback to assess the effectiveness and impact of DIC’s interventions.
    • Collaborate with program teams to implement baseline and endline surveys or assessments for major projects, and analyze the results to measure change over time. Provide technical support on M&E best practices to DIC staff as needed.
  4. One Million Rwandan Coders (1MRC) Platform Analytics
    • Monitor the performance of the 1MRC online learning platform by tracking user engagement data such as the number of registered learners, active users, course completion statistics, and learning outcomes.
    • Generate insights from the platform’s analytics for example, identify which courses are most popular or where drop-off rates are high and present these findings to the team to inform content updates or targeted student support.
    • Work with the platform development team (or external vendors) to ensure that the data collection features on the 1MRC platform are functioning correctly and capturing all necessary metrics. Suggest enhancements to the platform’s analytics capabilities to better serve DIC’s needs if required.
    • Platform maintenance and integrations
  5. Insights for Program Improvement
    • Provide data-driven recommendations to DIC management and Program Associates on how to improve or adjust programs. For instance, if data shows certain regions or groups are under-enrolling in courses, advise on targeted outreach strategies to increase participation.
    • Support the Communities of Practice and other feedback channels by analyzing qualitative feedback and usage patterns, helping the team understand participant experiences beyond the numbers.
    • Ensure transparency in results reporting by contributing to public reports or dashboards that share DIC’s progress with a broader audience. Uphold high standards of accuracy and honesty in all reporting, reinforcing trust in the data and the DIC’s impact narrative.

Qualifications and Experience

The applicant must have:

  • Educational Background:
    • A bachelor’s degree in Statistics, Data Science, Computer Science, Economics, Mathematics, or a related quantitative field. A master’s degree in a relevant discipline (or professional certifications in data analysis/monitoring & evaluation) is an added advantage.
    • Training or coursework in Monitoring & Evaluation, data management, or research methods is highly beneficial.
  • Professional Experience:
    • At least 2–4 years of experience in a data analysis, M&E, or research role. This experience should include designing data collection tools, analyzing datasets, and reporting findings. Experience in the international development, education, or ICT sector (especially within Rwanda) is a plus.
    • Hands-on experience with data analysis tools and software. Proficiency in Excel is required; familiarity with statistical software (e.g. SPSS, Stata) or programming languages for data analysis (e.g. Python, R) and data visualization tools (e.g. Tableau, Power BI) will be an advantage.
  • Skills and Competencies:
    • Strong analytical and quantitative skills – able to interpret complex data, perform statistical analyses, and identify meaningful patterns or trends.
    • Attention to detail and a commitment to data quality, ensuring that all reports and analyses are accurate and reliable.
    • Solid understanding of Monitoring & Evaluation principles, including the design of logframes or theory of change, indicator definition, and evaluation techniques.
    • Ability to present data in a clear and compelling way for non-technical audiences, using visuals or summaries to tell the story behind the numbers.
    • Excellent problem-solving skills and logical thinking, especially in troubleshooting data issues or investigating unexpected results in datasets.
    • Strong communication and collaboration skills – able to work with cross-functional teams, explain data requirements to program staff, and contribute constructively in strategy discussions with evidence.
    • Proficiency in English is required for report writing and presentations; knowledge of Kinyarwanda is important for local context and communication with data sources. French language skills are a plus.
